How Upton Handles Roadside Trees

Tree Service in Upton is easier to plan because the town has published a step-by-step public shade tree hearing policy. If a resident or an abutting owner wants a public shade tree removed, the request goes to the Tree Warden with a site plan and a $150 payment to the town. The Tree Warden inspects the tree and sets the size, species and location of any replacement. A notice is posted on the tree and in public places at least seven days before the hearing, and it runs in a local newspaper twice.

After the hearing

The Tree Warden decides within five business days, and written notice follows within two weeks. If approved, the applicant pays for removal and replacement. Upton's policy also says that work must be done or supervised by a certified arborist. If you are considering removing a roadside tree, it's worth knowing all of that before you start, because it affects timing and cost.

Trees on your own land

For trees on your property away from the road, none of that process applies. That covers most of what we do in Upton: trees close to the house, dead trees at the edge of the woods and storm-damaged limbs.

Rolling hills

The northwestern part of Upton around Warren Brook is known locally as Forest Green for its rolling hills, visible from Fowler and Mechanic Streets. The town was incorporated in 1735 from parts of Hopkinton, Mendon, Uxbridge and Sutton. Archaeologists have recorded four late Archaic settlements around Pratt Hill and Pratt Pond. Many lots back up to woods, and older properties have stone walls and big trees along their edges.

Long-time owners

Census figures show 86.7% of Upton homes are owner-occupied and 96.7% of residents were in the same house a year earlier. The town grew from 8,000 at the 2020 census to an estimated 8,560 in 2025. Long ownership means trees that have grown with the house, and new homes bring trees that were left standing during construction and may now be declining.

Ash and oak on wooded lots

Upton's wooded lots carry plenty of oak and ash. Ash statewide is under the emerald ash borer quarantine, and the beetle is confirmed in about 280 Massachusetts communities. Oaks in Worcester County were hit by the 2017 spongy moth defoliation. Either way, trees that have died back near the house are worth removing before they become brittle and harder to take down safely.

Upton Questions

How do I request removal of a tree by the road?

Submit Upton's Tree Hearing Request form and a site plan to the Tree Warden, with a $150 payment. A public hearing follows, and the Tree Warden decides within five business days.

Who pays for removal if it's approved?

Under the town's policy, the applicant pays for the hearing costs, the removal and the replacement tree.

Do I need a hearing for trees in my backyard?

No. The hearing process is for public shade trees in or on the boundary of the public way. Private trees away from the road don't need one.

Do you work on new-construction lots?

Yes. We can remove trees that were damaged during construction and tell you which remaining trees are likely to survive.

Can you tell if a tree damaged during construction will survive?

Often we can. Signs like thinning at the top, dead branches and loose bark suggest serious root damage. Trees that leaf out fully a few years after construction usually recover.

Does the certified arborist rule apply to my backyard trees?

The town's policy on certified arborists applies to permitted work on public shade trees. Private trees away from the road are not covered by that policy.
